For several years, dog owners in Boise, Idaho have been asking the Boise City Council and Boise Parks and Recreation department to designate off-leash hours for Boise City public parks so dogs and their owners can enjoy Boise’s parks as other groups are able to. Boise City Council and Boise Parks and Recreation have ignored these requests and buried Boise dog owners in hearing after hearing. Meanwhile, Boise City employs two people to patrol Boise Parks and ticket Boise dog owners with off-leash dogs. Even though many Boise parks remain unused in the early mornings and winter, the Boise City Council and Boise Parks and Recreation department continue to ignore the requests of Boise dog owners, and have instead spent taxpayer money to stalk off-leash dogs in Boise public parks.
